Windows XP で、Luna が有効だと再現する。
Vista の "ベーシック"(青白い) でも再現した。
Aero では未確認。

この現象も私が最大化ボタンを有効にしたときからある問題です。
おそらく、この問題があるために、寺西さんは無効にしていたので
はないかと思っています。

Aero でも再現しました。

当方の環境では、ウインドウを最大化したときのサイズがフォント
サイズで割り切れないとき、タスクバーとの間に空間が生じます
(添付画像を参照)。
問題の起きる環境ではウインドウサイズの調整が効かず、タスクバ
ーを除く全ての領域にウインドウが広がっています。
そのため、文字を表示できないスペースが生じています。このこと
が現象に関係あると思われます。
