全ユーザがインストールディレクトリの設定ファイルを
使うのではなく、ユーザごとに設定ファイルを持つ
ようにしたらどうでしょうか。

ちょうどログインユーザごとの設定の切り替えの方法について調
べていたところです。

My Documents に teraterm.ini がある場合には、
teraterm.exe があるディレクトリの teraterm.ini より
優先して使用するようにしました。
CSV ではすでに修正されています。
