TCPコネクション処理中に、一定時間後にソケットをクローズ
することで、非同期メッセージ FD_CONNECT を強制的に発生
させるパッチ。
存在しないサーバへ connect しようとした場合、Windowsの
TCP/IPスタックの仕様により、タイムアウトするまで長い時
間待たされるが、当該パッチによりその時間を短くすること
ができる。
ただし、その際ソケットエラー番号が WSAENOTSOCK(10038)
という値になる。
